State Change Type (Start, External, Action, End)
An Objective is entered as a new state member, Type End.
There can only be one End type state.
A state member with end state asks for a start date.
Start date can be split to create intermediate steps.
Next and previous per state member allow positioning of intermediate steps.
Different actors allow state members to share an end or intermediate state (Split actors).
Actors are reconciled at some point, initially assumed the next planned state change.
