The 30 meter diameter construction was actually a so called 'Radar pit' for the dutch radio station Kootwijk. It was filled up in 1960, so it is no longer there. To make it work the bowl would have to be tilted by an angle of the lattitude or less (but that would mean a little less output). Aluminium can easily follow such a wide curvature. Cemented sand is a very usefull candidate because it is durable and heat resistant, which it needs to be (if the sun is not being tracked the mirror can heat up).
