Holland has two LED related so called Energy Investment Taxbrakes that can be used to purchase LED light of tow classes:

LED for Grow Lanps

Intended for : The lighting of plants in non daylight environment, for growing algae in greenhouses with spacing between growing layers of a minimum of 2 meter.
Consisting of: A system of down lighting with LED light source and a specific photon stream of 1.3 micromol per second per Watt.

The photon stream has to be certified using the LM 79 08 or similar protocols. The specific photon stream is determined by the relationship between the consumed power in Watt and the light output in micromol per second. The measurements according to the aforementioed protocolsneed to be performed by acredited intitutions that are allowed to include the specific photon stream data in their acreditation.

The age related reduction if specific photon stream in the first 15.000 use hours may not exceed 10% of the initial value.

LED Lighting System

Intended for: Illumination of office buildings
Consisting of:
a. LED tubes, optional with armature. These have to have the specific photonstream of at least 84 Lumen per Watt
b. Complete module (lamp and armature) with a specific photon stream of at least 74 Lumen per Watt
c. Downlights or Spots with a specific photon stream of at least 50 Lumen per Watt
d. Armatures in refrigeration rooms or appliances.
e. Emergency lighting, exit signalling or road signs.
f. Illumination of advertisement signs and architectural lighting.

The measurements according to the aforementioed protocolsneed to be performed by acredited intitutions that are allowed to include the specific photon stream data in their acreditation.

Standards to be used for a,b,c are NEN EN 12464 1 for internal lighting, NPR 13201 1 for lighting in public places or NEN 2443 for lighting in car parks garages and similar spaces.

The age related reduction in speficif light output for this class may not exceed 20% in 6000 use hours.

In the case of signs and billboards only the lamps and drivers are covered, not the rest of the sign or enclosure.
