In order to avert a global catastrophy no activity should be allowed that is not absolutely essential as long as it can not be done without increasing the atmospheric concentration of greenhouse gasses.  It is about what we need, which is food, shelter, health service primarily..When clean alternatives have been implemented the unnecessary activities can come back. It is a shock method, there is no other way, because commercial interest will always present any push to elimimnate money as the main motive to do things as forced and to sudden.

Ban all building activity
Ban all Logging
Ban all social networking sites (let people network without observation or homogenization)
Ban fossil fuels, only for use in medical cases, law enforcement and agriculture
Ban broadband (video capacity) internet, televized marketing adn entertainment shows
Ban all flights for citizen and transportationof luxury items
Ban manufacturing of luxury items
Ban bottled water, soft drinks
Ban processed food
Light out at sundown
Ban marine transport of goods except for medical and foodstuffs for which it is the most energy efficient way
Ban all weapons, amunition 
Only allow land line telephone
Reject any patent infringement court cases
Reject any copyright infringement court cases
No cars allowed on the road that use petrol or diesel
