One approach is to use wind power to carry water above the thin saturated layer above sea level, a method developed by Stephen Salter.
Another would be to uses the new desalination technology of [[http://www.saltworkstech.com/ saltworks]] or more basic solar still desalination the reforestation can take place, just like it is done in Israel.

The North Egyptian coast is excellent for starting vegetation using desalination, mainly because the prevailing winds are inland. If large evaporation basins could be constructed that could increase humidity across Africa.

Another approach is to make salt pans inland, where the evaoprating water can be picked up by the prevailing winds (which are inland). This can also work for the Saudi continent. This approach requires a large pipe to channel seawater to the salt pans inland.
